Whistle Blower Claims
During the Civil War Abraham Lincoln, championed a False Claims Act, 31 USC §3729, et seq., which allows private individuals to bring a quitam action against another who has defrauded the federal government by presenting a false claim for payment.

A whistle blower is known in the law as a “relator” and must conform to the requirements of the act in order to recover. There are limitations about who can file, how much the person can recover and under what circumstances.

These kinds of actions can be brought by employees, former employees, competitors, subcontractors, state and local governments, public interest groups, private organizations and corporations. In today's society these claims are often brought against state and local government officials and agencies, private universities, medical providers, health maintenance organizations and government contractors and subcontractors.
